[ihris-developers] Uganda on Launchpad

I've created a new project called ihris-uganda on launchpad.  I also
made a new team ihris+uganda that I made the informatics team a member
of so everyone should be able to post changes to it if necessary.

I uploaded the site directory for Uganda so far.  There isn't much there
yet other than the base.  I made a series for UNMC Qualify and I was
thinking I could just have a series for each site instead of making a
project for each.  I won't be posting every little change, but I'll put
up the final version when it's ready.
